What is the “Nafis” Program?

Nafis is a governmental federal program aimed at increasing the competitiveness of the Emirati human resources and empowering them to occupy jobs in the United Arab Emirates’ private sector over the next five years.It is launched as part of the “Projects of the 50”, which aim to accelerate the development journey of the UAE.


What are the program objectives?

  • Create a partnership between the public and the private sectors and empower the private sector to become the key driver of the UAE’s development journey

  • Increase the competitiveness of the Emirate human resources and enable Nationals to occupy 75,000 job opportunities in the private sector over the next five years

  • Create equal job opportunities in the private sector to attract Nationals

  • Foster the attraction of job opportunities in the private sector

  • Provide coaching, professional training, mentoring services, and counselling to the program participants to attract Emirate human resources to the private sector


Who benefits from Nafis?
Nafis targets Emirate job seekers and current employees in the private sector, free zone, banking, financial, and insurance sectors, both males and females aged 18 and above, as well as companies in the private sector that employ Emirate nationals.

Does the Nafis program include all sectors? If not, what are the sectors that are not covered?
Nafis initiatives cover all sectors and fields of the private sector.


Is the Nafis portal launched yet? If not, when is it going to be launched? And how do I access it?
Nafis was launched in September 2021, and program registration has started over several phases. You can visit the Nafis Initiatives page for more details: nafis.gov.ae


When was the second wave of Nafis initiatives and programs launched?
The first package of Nafis initiatives was launched in October, including the Emirate Salary Support Scheme, Unemployment Benefit, Job Offers Programme, Child Allowance Scheme for private sector workers, and Pension Program.
The second package was announced in March 2022, including four specialized training and development programs.


What are the programs included in the second package of initiatives?

  • Talent Program: Develops the competencies of national cadres to train Emirates and obtain international professional certificates.

  • National Healthcare Program: Targets 10,000 Emirates over the next 5 years by providing educational grants to support careers in healthcare through accredited academic and vocational programs in medical, health, and pharmaceutical specialties.

  • Apprentice Program: A 12-month training program with financial rewards in private and semi-governmental companies to develop Emirate graduates' expertise.

  • Career Counselling: Provides career guidance, CV writing guidelines, interview basics, work ethics, and identifies appropriate skills, opportunities, and career paths.


Who will implement these training programs?

  • The Talent Program is implemented by the Abu Dhabi Global Market Academy and the Center for Excellence for Applied Research and Training (CERT)

  • Nine government and private educational institutions provide accredited healthcare programs across the UAE

  • The Apprenticeship Program is implemented by private and semi-private companies that meet program criteria

  • The Career Counselling Program is implemented by the Federal Youth Foundation

  • All programs are supervised and coordinated by the Emirate Cadres Competitiveness Council
